The Times writes about how Ruben Diaz, Jr. is leading a campaign for legislation requiring that workers at all development projects receiving city subsidies be paid at living wage. The bill is expected to be met with resistance from Mayor Bloomberg, the real estate industry and business leaders, all of whom say it would scare off potential employers.
