Liz Benjamin reports that Councilwoman Debi Rose of Staten Island has taken over the chairmanship of the Civil Rights Committee from Bronx Councilman Larry Seabrook, who was indicted last month. The position comes with a $10,000 stipend known as a lulu. Rose is the first African American elected official from Staten Island.
